i am new to ebay and was wondering about the reserve price. for items with a reserve price, is it true that if the reserve price is not met, even though you are the highest bidder, you will not win the item?

Yes, that's true. If there is a reserve, you must meet the reserve, as well as be the high bidder to win. Sellers often set the starting bid low to attract bidders but place a reserve to ensure the item receives a satisfactory price.

You can ask them what the reserve is.
