    Muffy,
I just saw this. Hopefully you filed a dispute with Ebay, stating you didn't receive the item. This would have also gone through Paypal, if you have an account. They would have taken it from there. If the seller couldn't show a tracking number with delivery, you will/would be refunded your money and are able to leave the appropriate feedback.

I agree with Maeveyblue. Don't wait too long to file the dispute. If the claim period is over, maybe you can speak to your CC company, though Paypal is the better route to take.

I'm sorry to hear that this is still happening to you, however if it was happening again to me I would file in all forms, paypal, ebay and with your bank (credit card company) as well as file mail fraud

paypal outcomes and what you can expect to see:
as a buyer I have been ripped off and I hate the feeling, I filled with paypal (about a month after it happened) and I still haven't seen the money back in my account (its been like 3 or 4 years now since this happened) and well I really don't trust paypal anymore because of that, the only way they can give you the money back is if the seller currently has the funds within their account

as a seller I will tell you what you get in your inbox, a email stating that you were filed against and lost a dispute and that you can have a few options of what to do, either refund, partial refund or the choice or simply ignore the email. as paypal can't really do anything unless their are funds in the sellers account (its illegal for them to charge the sellers credit card or bank account and they won't take the money out of their own funds)

as paypal is based upon your current bank account information it is quite easy to just change a few things and start fresh without ever having to re pay the money.

as for their buyers security, I really don't believe in it anymore I'm sorry to say

Heck pay-pal is for who dont have the time to send a check to people and if you e-mail the seller 99% of the time the seller will hold the item until it clears in there bank.

Paypal is bullsh!t sometimes if your on the selling end but most the time they will get your money back for you quick if u file a dispute within 45 days.
