Go to Wal Mart in the fan aisle and buy this fan:
Aloha - it's round and all metal. If it is not all metal, you did not get the right fan. If you can spring for two (they are $40 each) get two of them, then put one in the back part of yuor apartment - like at the entry to your back bedroom if you have it set up like that, facing out towards your main living area. Then...put one in the front part of your apartment, near the door. Point this one facing towards the other fan. This should create circulation and help cooler air move through your apartment faster.
If you have a window unit, put the fan right in front of it with the wind blowing away from the AC. this will suck the cool air that blows from the unit and make it circulate your apartment better.
I live in a shitty apartment now too. I used to have a house, and the AC was much better. I cannot wait until gas prices go back down so I can move back home...but my commute was too expensive ...
Make sure the fan is metal though...box fans and other circular fans don't do as well.
