This snipping of the tag was the way that they would stop people from returning an "outlet bag" or a "seconded bag" to a store for a full return price.
That is why they went to the serial numbers.
Although, from what I was also told that some of the outlet stores are still snipping them out of habit.
It's amazing how much I learned about D&B since Christmas!
And how much of the Zebra line I have bought for my wife!

Yes, this is what I was talking about. A department store would know not to accept the bag as a return if it had a snipped tag because this meant it came from an outlet or discount store (e.g. TJ Maxx). There are some sneaky people out there that make a profession out of screwing department stores. I know... I work at a store and we have to be careful of people trying to return items. Especially ones that allegedly came from another one of our stores.
